DAMASCUS SEWER REPLACEMENT 2024 STORM
General Notice
The Washington County Service Authority (Owner) is requesting Bids for the construction of the following Project:
DAMASCUS SEWER REPLACEMENT 2024 STORM
Separate sealed Bids for the construction of the Damascus Sewer Replacement 2024 Storm Project for the Washington County Service Authority, which consists of the construction of approximately 410 linear feet of 10-inch gravity sewer, 460 linear feet of 12-inch gravity sewer, manholes, bank stabilization, stream crossing, service lateral connections, and associated items, will be received by the Washington County Service Authority at offices located at 25122 Regal Drive, Abingdon, Virginia 24211 until January 8, 2025, at 2:00 PM local prevailing time. At that time the Bids received will be publicly opened at said office and read aloud.
The Contract Documents may be examined at the Washington County Service Authority, 25122 Regal
Drive, Abingdon, VA 24211; Thompson & Litton 100 Fifth Street – Suite 400 Bristol, TN 37620 and online at TRASCO: (http://www.trascoplanroom.com).
Copies of the Contract Documents (electronic and/or hard copy) are available for purchase through
TRASCO at http://www.trascoplanroom.com. These will be made available to TRASCO on 12-9-2024.
A Pre-Bid Conference will be held on December 18, 2024, at 10:00 A.M. at the Washington County Service Authority office (25122 Regal Drive Abingdon, VA 24211). Attendance at the Pre-Bid Conference is encouraged but not mandatory. All interested parties will meet the Engineer at that time.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Withdrawal of bids shall be according to procedure (i) of the Virginia Public Procurement Act and to the
Code of Virginia (§ 2.2-4330).
Bids must be accompanied by Bid security as specified in the Instructions to Bidders.
Each Bidder must be licensed as a Class A contractor in the State of Virginia; Bidders are instructed to
review the Code of Virginia, Title 54.1, Chapter 11, prior to bidding.
Bidders shall comply with Executive Order 11246, entitled, “Equal Employment Opportunity,”
as amended by Executive Order 11375 and as supplemented in Department of Labor regulations
(41 CFR Part 60).
If the Bid is in the amount of $10,000 or more, the Bidder and its Subcontractors must comply
with the provisions of Executive Orders 11246 and 11375, which prohibit discrimination in
employment regarding race, creed, color, sex, or national origin. Bidders must certify that they
do not, and will not, maintain or provide for their employees any facilities that are segregated
on a basis of race, color, creed, or national origin.
This is a federally assisted project. Bidders and Contractors performing work under this advertisement are bound by the requirements of President’s Executive Order 11246 as amended by Executive Order 11375; Title VI of the Civil Rights Act of 1964; Section 109 of Title I of the Housing and Community Development Act of 1974, as amended; Section 3 of the Housing and Urban Development Act of 1968; the Immigration Reform and Control Act of 1986; the Davis-Bacon Act; the Copeland “Anti-Kickback” Act; the Contract Work Hours and Safety Standards Act; and Public Law 100 202.
The Owner does not discriminate against faith-based organizations in accordance with the Code of
Virginia, § 2.2-4343.1.
MBE/WBE firms are encouraged to submit Bids.
The Contract(s) shall be awarded to the lowest responsive and responsible Bidder(s).
The Owner reserves the right to reject any and all Bids if it appears in its best interest to do so.
Domestic Preference – This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.

Chemicals
Washington County Service Authority is seeking SEALED BIDS for the supply of chemicals for the fiscal year July 1, 2022 – June 30, 2023 with optional extensions for the following chemicals: Liquid chlorine, sodium fluoride, liquid caustic soda, sodium hypochlorite, sulfur dioxide, sodium thiosulfate, sulfuric acid, orthopolyphosphate, dechlorination tablets, 20% sodium permanganate (carusol), citric acid, sodium bisulfite, and 23% hydrofluosilicic acid. Bids will be accepted at WCSA’s offices at 25122 Regal Drive, Abingdon, VA until 1:00 p.m. EST on Wednesday, May 11, 2022, at which time they will be opened publicly and read aloud. The envelope containing the bid MUST be clearly labeled “CHEMICAL BID”.
